Increase difference level for drop

Hey i would like to change difference to drop items by level.. I found out in my game that i can kill any level with level 1 and get drop but if i kill monster who is smaller level like me i dont get drop. 

As i found out by googling i can change it in constants.cpp and constants.h ? Would anyone please help me and shove me how to change it to like 30level difference? Thanks

constants.h i guess here i just change victim + 15 to victim + 30 ?
