how i can make a app in mt2

hi friend  how are u all please i want your help 

i am a web dev and i made alot of mt2 things  to make game easy 

but i have problem when i need to change level or yang or any thing it is need to reboot the server

i am using php and mysqli 

please i need to know how to make changes inside game without reboot

or what is the langauge should i learn to be able to make gm codes
