Ahí lo que dice es que la función de PHP ya no se usa. Pero eso no debería hacer que tu web no funcionara. Trata con una version antigua de Xammp

descarge xamp y arreglo eso del index pero sigue sin poder registrarse dice que la cuenta ya existe
