Fishing problem

I made a new map but I get the error "You can't fish here" on the map
I can’t fishing near by the sea but i already select this area is water from worldeditor
How can i fix this situation

You must allow the map index in some switch or array (I think).

 

Find the ChatPacket on src and look the reason.
