Newcomer - Basic questions

Hi i was navigated on this forum to find answers but to be honest i got none which is sad. I am so thankfull for all your advices. Now the exact reason i am writing this post. 

I am new and i wish to start creating maps and models for metin2 but i have never even created my own private server and i have no clue where i should start. I know that i need a program called "worldeditor" to start it but before i can do anything everyone on tutorials have their own like folder with unpacked metin2.

1. What should be in metin2 folder before even starting to create maps/models. Should it be a clean metin2 or a server on which i can test things i want to send to implement on the server and where i can get those needed files? 

2. I read some of threads about metin2 worldedit but i downloaded new from first link in google but it looks totally different than those used on tutorials. Does it need to be a specific version or exact kind of this program.

3. What programs do i need to download and start learning to be most efficient or at least be able to do anything.

 

I know it is really basic but i am very thankfull for all the answers and time spent for writing comments.
