How can I edit safe zone and no walk place?

By clicking on the fifth and last tab (inscription: A) you will come across the Attribute Brush. (Block = Blockade, No-PVP = Safe Zone, Water = Fishing Area).

Once you have made your selection, you proceed in a similar way to texturing, everything else is self-explanatory.
