Adding a new chat channel?

I wanna ask if its possible to make a new chat channel like shout but then global.

And if its possible can somebody help me because i can't code c++ maybe there is a tutorial? if there is a tutorial can you place the link in reply.

ahh , yes u can just look to the other code and try to edit it to new chat type !
