Metin2 staff assigning rights and permission in game

Question

I need to assign staffs such as Moderator,Game master,sgm etc... in game..

1) what i must do in db ?

Implementor is the one who runs the game esp. GA 

High Wizard  ??? 

God ??

Low Wizard ??

Player - normal player?? 

 

2) how can i change the rights ? say i must give only specific commands only for moderator, SGM , GM , and also king?? where i should change?? except db...
