I have this account since 2017, didn't scammed people or spammed. I'm not very active on this board. So I don't understand it

Yes, for security and this regardless of the date your account was created.
A cron automatically authorizes or prohibits the use of private messages based on activity criteria.

In your case, you should be able to use them:
Log: August 5 127.0.0.1: Secondary groups manually changed by Metin2 Dev from no secondary groups to CAN_USE_DIRECT_MESSAGE.

So why I cant write a DM to other user? For example. This is the Profile of WeedHex. There is no message Button
