Mouse Wheel Scrollbar

I have the Problem, that it only scrolls, when Im on the scrollbar. But I also want to scroll, when Im on the whole Window. How I can fix that?

Try to scroll it, if you are not on the scrollbar. It will not work. I want also to scroll, if im somewhere on the UI Window

It's metin. So far I haven't found anything related to what are you lookin' for.

Most Server has it. There are also some release like that

or like that

They all can scroll, even when they are not on the scrollbar(look at the video from the release. I tried already both release, but doesnt work for me
