Little problem PM pls fast help c++

When i comment this line:

normal chat doesn't work but wshisper on trade fixed any idea to fix chat?

When i have open trade and PM to any players 

block whisper PM and ch->ChatPacket(CHAT_TYPE_INFO, LC_TEXT("사용할수 없습니다."), pTable->szLocaleName);

I want to unblock whisper on trade, but when i change @topic whisper work fine but normal chat doesn't work

I think one function using that variables. Have you ever tried to find that?
