How to link cores in a channel

Hello everyone.. of course i searched and tried a lot before asking you.. but can't just handle myself.. My problem is that when I try to whisper or warp to or interact to a person that is in another core, this one seems offline. So... how to link these cores? what configuration should I pay attention to? Thanks everyone!

  So, I think they were closed down because of tax evasion or something. Not because of copyright infringement, as the latter is a private matter between two parties settled on court and not by some authority.
