Random generator + Skill formulas

I'm a newbie, i would like to know where the random generator algorithm that metin2 uses is situated, and where can I find the formulas for skill ? (how they are calculated?)

also i'd like to find the (pseudo)random function, i'd like to analyze it, and change it with Mersenne twister

I do not know where is the function that you said. player.skill_proto you can edit damages ,time regenarator etc
