Blessing scroll quest

i need help , i do not understand how to make a quest 
That allows player to drop "Blessing scroll"  if they are 10 plus or less level compared to the level of monster.


On official you can drop Blessing scroll after reached the level 50, as everybody know.
but i would like to change the level 50, with the level 10

i tried lot of type of quests, but everytime a player lv 99, could find a blessing scroll from dogs of village1
i do not want that,  i still want keep the 10 + - level between the monster level killed.

This drop you must change in source i think. Because it's a function of "game" file, not a quest.

mine was just an exemple

if i want to create that type of quest with a different item for exemple sword +9 how can i do that?

for exemple

a player lv 99...if kill a monster lv 89 will drop the sword...but if kill a monster lv 88 will NOT drop it
how can i do that?
