[BUGG]Skill in use when death

Hello people,

I have a little bugg here with the skills. When a skill is in use and you die the circle that says skill in use is still going after revive the circle is still there when you tap 2x on it the circle will not run and the skill is on.

It's because you gave the skill TOGGLE flag but didn't get rid of the cooldown

UPDATE `skill_proto` SET `szCooldownPoly`='0' WHERE (`dwVnum`='79')
