subtype problem new weapon set

hi,

 

I try to add new weapon set to my server. everything is ok. but when I write item_proto in locale.epk for bow item subtype="2" I cant see the bow in game. when I write subtype 0 . I can see. but you know if I write 0 . item can not behave as bow..

 

How I can fix this problem?
