HP regeneration after relog/teleportation

Hi, 

is there any way to disable refreshing hp to max after relog/tp?
If player relog with less then full hp then he should log in with same hp as he log out.
Same for cd skills. after relog/tp skills cd are refreshed.
Is there any way to disable it?
