Some kind of guide or help to get started with a local server for development?

I've been researching for a few months but I can't seem to get the local server to start. I don't know what I need to download or do to start tinkering with metin2, I'm really out of this... 

 

If someone has some kind of guide on how to start a server step by step I would greatly appreciate it.
