How to edit newly created character passive skills and held items in inventory

Hello! i am having trouble finding the solution to this, my goal was to make the character with all maxed out passive skills (mining, horse etc etc) and add on him some items like bravery capes and speed pots.

I really have no clue how to do this! Thanks in advance
