How to stack add bonus and change bonus?

When i take add bonus, stack work but when i try drag & drop, dont work!

I think he wanted to solve the well-known bug where your bonus changer item already stackable, but when you drag and drop one to another it won't stack because it wants to change the bonus on the bonus changer item. "You cannot change the bonus in this item". And same for the bonus adder.
