PHP does not show greek

When i try fetch locale_name with a php script the items are not shown(they are with some characters that i think people was writing before 300k years)

Does anyone knows why?

i got this  <meta charset="UTF-8">
and the text of script is on utf8

also locale_name are shown ingame with this encoding
