Help me with quest!

Hi guys,

Can somebody help me with this quest? 

This is easter event quest and I need setup this quest like this:

When I start the event, players can go for the village guard and they can put this event OFF here (separately for somebody not for all). And when they have this event off, they will can put this event ON again (separately for somebody not for all).

When you look at this quest, so you'll know what I mean.

NOTE: I wrote this quest, but quest not working

i dont know your language but it think here says if you want to dont participate on event or if you want.. and you have one elseif null...
just try like this:
