Weird actions by NPC?

Hello there,

I have one problem which I have no idea how to fix it. As you can see the NPC's models are all fucked up simply said. They move around them selves and changer their coordinates after a long period of time. Does anyone have an idea what could this be? I have tried 5 different clients and they all have the same bug(So that is  definitely not a client bug,granny or something) . I also changed game&db to 40k but problem still persists. (Using untouched serverfiles)
