Help bind_ip

Hi !

Can someone explain me in detail how to do that bind_ip and exactly where? I'm beginner and I need a tutorial step by step.

I need to know this because I have this problem: problem with connect to my server from outside IP. In my network I can connect to world server without any problems but if I want to connect to server from outside IP I can type my password, choose character and when I choose him, client disconnect me to login menu.
