Horn System [ANY HELP] ??

Hi guys 

so i am a new creator of metin2 private server and i want some systems for 40k  files

so i want a Horn system.....i think this is the name of this system...

this system are for all kingdoms on chat...for example when a red kingdom player say something on chat with ( ! ) on start,this can see the Blue kingdom player!
