Search tutorial for extern folder server/client

Hey guys is there a tutorial of making extern folder for src server/client side.

i want to make extern folder with latest versions of libs, for example cryptopp, boost, devil etc..

 

Or IF someone can guide me and explan explain to me what the consequences of updating libs are and whether it makes sense

i was looking on internet for it but cant find anything or maybe am blind or its in another lang.
