Can someone tell me how to convert png/dds files to ".sub" files?

If I am not mistaken, .sub files do not contain image data. It's just a text file format that specifies a rectangle so that a portion of the image can be displayed. You can create them in notepad.

Well, I'm adding an anti-exp system with a button integrated into the toolbar. Within this system I have the image of the anti-exp ring in PNG format and the system didn't come with the corresponding .sub files for the ring and in order to put the image of the ring in the toolbar I need it to be in .sub format. But I don't know how to do this conversion, either through an application or manually.

.sub files are simple text files. Open a .sub file with notepad and you will easily figure out its structure. You don't need a tool to create them. Remember, .sub files don't contain any image data, so there is nothing to "convert".
