Item upgrade to next item not works

Hello.

My problem that i want,  for example 19 sword upgrade to 290 id sword.

So, default item_proto

Then i changed to

But when i want to upgrade, on NPCs nothing happens, and when i want with Magic Iron Ore its red.

Someone can explain what's wrong?

if i change the 11699 armor refined ID and refine set its works on it. 

I tried to find answer  but i found nothing.
