Skills with Slow Effect not Working

Hey guys, I have this little bug on my files, was wondering if I could get some help here.
So my problem is as follows, skills that have the ability to slow another character or mob down, the affect/effect doesn't work at all, and compared to working files its config seems to be right, any idea on how to solve this?

You dont even get the affect, check your skill_proto in server

@DrTurk Thanks for your awnser, but the skill_proto has already been checked and likely right.

Something isnt right with your skill proto if the slow affect doesnt show up (top left in the screen)

Post your enum EAffectBits from affects.h and your skill_proto.sql

Yes, other affects work just fine.
