How To activate Resist_elec and resist_wind ?

Hello, i have kind a old files and i have all attr bonuses in my source & db but the problem is resist_elec not effective for Heaven's Lair mobs.

 

How do i activated for this resist bonus on this spesific mobs ? Thanks for the help.
