My friend can't connect in my server

Hello,

my friends can't connect to my server with my public IP.
They are kick in the selection of characters.

I put BIND_IP in my config files with the public IP address.
But I have this error at server start:

SOCKET_TCP_BIND: TCP_SOCKET: CAN NOT ASSIGN REQUESTED ADDRESS

Nobody has managed to solve this problem.
I pay that will happen to me solve it.
