You can not do this with php because this is client side! You can do it with javascript / jQuery. Created a codepen: http://codepen.io/anon/pen/ZpNmOE

Here we dont count clicks per secound but the result is the same.

Maybe try to redescribe your scheme. Why do you want to do this? What is the background thought? Perhaps we have a better solution
