local windows debugger over visual studio 2013

i want use the local windows debugger from visual studio to start the binary but i get the message Unable to start programm S:\binary\vs_files\CWebBrowser\Release\CWebBrowser.lib , "but i look in that folder the lib is there !" whats the problem?
