Skills not working

When i use the skill 109 ( Heal ) of Shaman
It does the animation and wastes MP , but doesnt heal.
Does anyone know how to fix this?

Its not the first time this bug happened to me , but somehow after somedays the bug dissapeared.
For example:
I put a Title Tag in a Character as: Criminal
If i logout and login , the title tag appears without the first letter and only shows riminal because its missing the first Letter C

Hello guys, i have 2 erros when i m compiling source
after i tried installing Target Information System, i did everything like everyone
and i get these errors, i m tired of looking how to solve them but no fix..
The errors are the next i m going to show u:
